Pin 7 should have at least 0.8*battery voltage, i.e. more than 9.6V with the battery at 12V. If you don't have any voltage there or a Check Engine Light (MIL) lit on key on then I suspect that you have a faulty ECU.

I have checked in pin7 0.02V with the engine running, 
or not. 
No default check engine dash.

Thats not good, did you have the ignition switched on? was the Check Engine Light/MIL illuminated? Try measuring the voltage between pin 7 and the car body, I would expect to see nearly 12V on that pin.

J1962 connector

 

 

The connector won't have all the pins. Pin 9 is the serial data link, my interface comminicates with the ECU via this pin. If you have pin 7 then it should be an OBD2 ECU.

2001 may be OBD2 or OBD1, there wasn't a requirement for existing diesel models to switch over until 2004. Do you know if its a Bosch ECU? which pins on the diagnostic connector are populated?

I do have a Bosch ECU here from a GV but I haven't yet taken a look at it to see what protocol it is. That one might give us a clue as to when they changed.

I also have a Suzuki Samurai engine 1.9D 
Renault. 
Oh, not a lightning war, but it is a vehicle

It consumes little 7.5L / 100km, perfect for small 
portfolios. 
Last week, I changed the rings (segments) and the O 
receiver because a lot of oil coming out by the 
breather, and had eventually clog the engine up 
crash.

normal.
