Well I am reading close to 5 volts there, the ECU grounds are good as I see a good ground on the blue wire trigger to energize the main relay, i think I have some components blown on my ecu.
The fuel pump relay coil is grounded by the ECU to energise the coil. You should be able to measure around 0.5V on that wire when the ignition is turned on, after three seconds it should rise to 12V when the ECU releases the relay.

I have had quite a lot of trouble getting the fuel pump to fire on this, for some reason I do not see the fuel pump trigger working correctly, I have been trying to get a service manual for this jeep for the past few months but no luck.
my understanding of the fuel pump relay so far.
1. pink wire is the signal from the ecu, when the pump is to be triggered this is grounded.
2. +12v black-white switched power supply, a part of the trigger for the fuel pump.
3. Blue black should be power switched from the main FI relay to be sent to fuel pump if the above two conditions are true.
4. Pink-black output +12volt to the fuel pump when condition 1 & 2 co exist output of 3 is relayed to this wire.
when i test while the Ignition key is turned to mode 2,
1. pink wire is grounded for 3 seconds, and always grounded while cranking.
2. the black-white wire has +12volts on it.
But when I try to measure the voltage across pink and black white wire while cranking or while priming, I do not see any voltage across pink and black-white wires at all.
though when I test each of above wires with a common body ground they do have the valid condition for the fuel pump to be triggered.
the fuel pump looks good and works if I short the blue-black and pink black, the relay is good to have tested another relay from a baleno works fine.
Dont know in which direction to go from here, though it looks to be a common ground problem, but when tested individually both pink and black white they seem to have the valid conditions to fire up the pump.
